Dr. Julie Riley has served as the assistant superintendent of Andover Public Schools (APS) since August 2021, bringing more than 27 years in education, including fifteen years in district and central office leadership. Her work is grounded in a deep commitment to equity, inclusion, and belonging, ensuring high outcomes for all students by advancing instructional excellence, fostering innovative practice, and expanding a robust portfolio of college‑ and career‑readiness opportunities for students.

Before joining Andover, Dr. Riley served as Director of Curriculum, Instruction, and Technology for the Manchester Essex Regional School District (MERSD). In that role, she led districtwide efforts to enhance instructional systems, align PK–12 programming, and support strategic planning focused on rigorous, engaging learning experiences.

Dr. Riley’s career reflects a powerful record of instructional leadership—advancing research‑based curriculum design, strengthening multi‑tiered systems of support, building coherent professional learning systems, and expanding high‑quality project‑ and experiential‑based learning opportunities for all students. She has further extended this work by broadening students’ high school pathways through early college, dual‑enrollment, and vocational programming that expand access and accelerate postsecondary readiness.

Throughout her time in Andover, Dr. Riley has developed districtwide opportunities for teacher leadership and collaboration through the creation of K–12 content‑based curriculum councils and school‑based social and emotional RULER teams. She has also spearheaded the development of a districtwide Vision of a Graduate by creating and leading a district‑ and community‑based design team. Working closely with school and district leaders, APS educators, students, and community members, this team has collaboratively built and broadly communicated APS’s Vision of a Graduate.

In addition to her district role, Dr. Riley co‑leads the Curriculum and Staff Development Network (CSDN), a statewide professional learning community for school and district leaders. CSDN provides high‑quality professional development, including sessions with DESE, MASS, NEASC, and leading researchers in youth development, school finance and law, and advancing educational change. Through monthly virtual meetings and a growing range of professional learning opportunities, the network strengthens leaders’ instructional leadership capacity—supporting them in navigating the evolving demands of school and district improvement while fostering a strong, connected professional community.

Dr. Riley holds a Bachelor of Arts in English from Northeastern University, a Master of Science in Reading and Literacy from Boston University, a Certificate of Advanced Graduate Study in Curriculum and Instruction, and a Doctorate in Educational Leadership from American International College.

Curriculum and Instructional Support

A primary role of the Assistant Superintendent's Office is the development and oversight of curriculum, instruction, and assessment for grades Pre-Kindergarten through 12. This includes:

  • Supporting teachers in the delivery of curriculum

  • Piloting new curriculum

  • Purchasing new textbooks and materials

  • Providing teacher professional development

Through its interaction with administrators and teachers across the District, this Office has direct knowledge of the curriculum offered to Andover’s student population.

Yearly Kindergarten registration information as well as approval and receipt of Home School Plans, Massachusetts Comprehensive Assessment System Reporting, and No Child Left Behind Report Cards for the District and individual schools are generated from this office.

Teacher Support

Each year, New Teacher Orientation and Mentor / Mentee Programs are offered to ensure a successful transition of teachers new to the Andover Public Schools. Also generated through this Office are professional development initiatives for teachers, including:

  • Curriculum councils

  • Summer curriculum work

  • In-District course offerings

  • Workshops

Grants

The Assistant Superintendent's Office works collaboratively with the District's Grant Writer to secure available grant opportunities. The Office also oversees all Federal Entitlement Grants in the areas of:

  • Teacher Quality

  • Technology

  • Federal and State Grants
