School Committee Updates

These are teachers with less than 3-years full-time teaching experience in the Andover School System. We would like to explain to the community why that needed to be done.

The FYI3 budget incorporates reductions of approximately $500,000 based upon a change to the teacher’s work schedule at Andover High School. This is the budget reduction anticipated if the School District were to go forward in implementing a 3x3 teaching schedule at Andover High School. If this does not happen additional options for this reduction include but are not limited to implementation of staffing reductions at the middle and elementary schools; a change in planned and budgeted new programs and initiatives; or a negotiated reduction in the anticipated 2% COLA for FY13.

Since the Fact-Finding process is not yet complete and the contract negotiations not yet resolved, the School Committee must plan for all contingencies and notify any teacher possibly impacted by a reduction in force.

Our collective bargaining agreement requires the School Department to provide non-renewal notification by May 15th. State law allows this notification to be as late as June 15th. The AEA Executive Board recently voted to decline a request to extend the notification date until June 15th, thus requiring the School Department to issue the non-renewal notices to a group of teachers much larger than will eventually be required.

Once the fact-finding process is complete and the issue of the teaching schedule at Andover High School is resolved, the school administration will immediately reevaluate our staffing. We can say, with absolute certainty, that the great majority of the non-renewal notices will be rescinded before the end of the school year.

We are fully aware that this action will cause concern for teachers, parents, students and the community at large. We regret any disruption this action causes, but believe it is important to clarify why non-renewal notices are being issued in hopes of preventing inaccurate rumors from developing.
