Employee Open Enrollment 2016

Health and Dental insurance open enrollment time is here! This is the one time of year that you are eligible to join one of our insurance plans or to change your current plan. The premium rates for the 2016-2017 plan year are listed below. Also, please review the plan design changes to our current HMO and PPO plans (see “Changes for July 1, 2016” on the reverse).

The deadline for enrollments and changes will be Friday, June 3, 2016 with an effective date of coverage of July 1, 2016. If you are currently enrolled in one of the plans listed below, and do NOT wish to make any changes, your coverage will continue automatically. Because we have made plan design changes, all subscribers will receive new identification cards prior to July 1st.

As you may know, several years ago, deductibles were added to both the Network Blue HMO and the Blue Care Elect PPO plans. The deductible is changing for this plan year, as are certain copays either increasing or being reinstated (see “Changes for July 1, 2016” below). In addition, the Health Reimbursement Arrangement (HRA) through UltraBenefits will no longer be available for services after July 1, 2016.

There are no changes to the Town’s dental plan offered through Delta Dental. If you are currently enrolled, you will continue automatically. If you wish to add dental coverage, please contact me for an enrollment form or visit our website to print a form.

The Town will host several meetings on Wednesday May 18th to discuss the new health insurance plan design. These meetings will be held as follows:

9:00 AM to 10:00 AM, Public Safety Center
10:30 AM to 11:30 AM, Water Treatment Plant
:45 to 12:45 School Committee Room, 2nd Floor, School Administration Building
2:30 to 3:15, AHS Cafeteria
3:30 to 4:15, Sanborn Cafeteria

Representatives from BCBS will join HR staff to help answer your health and dental insurance questions. Changes for July 1, 2016

What’s new or different for this year?

  • The deductibles will decrease from $1,000 individual/$2,000 family to $300 individual/$900 family. (HMO and PPO)
  • There will once again be copays for inpatient admissions, outpatient surgery and high-tech imaging. (HMO and PPO)
  • The above referenced services, when performed in a Standard Tier or Basic Tier facility will also have deductibles associated with them after July 1. Services performed at an Enhanced Tier facility will only have copay, with no deductible exposure. (HMO only)
  • ER visits will decrease from $150 to $100. (HMO and PPO)
  • Physical Therapy/Occupational Therapy and Chiropractic visit copays decrease from $35 to $20. (HMO and PPO)
  • All specialist office visits will increase from $35 to $60 (HMO and PPO)
  • Prescription Drug copays will change from $15/$30/$50 for both retail and 90-day mail order to $10/$30/$65 retail and $25/$75/$165 90-day mail order.
